Heidi Masi

Chief People Officer

Heidi Masi is the Chief People Officer at Blue Cross and Blue Shield of Vermont. With a distinguished 28-year career at the organization, Heidi oversees the entire employee lifecycle—from recruitment to retirement—while championing our strategic employee and organizational development programs.

Heidi has deep institutional knowledge and joined the organization in 1998. She has served in pivotal roles including Member Ombudsman, Director of Learning and Organizational Development, Director of Facilities, and Director of Human Resources. With more than two decades of cross-functional leadership, Heidi has helped shape Blue Cross VT’s people strategy establishing a foundational, employee-first perspective.

Heidi is committed to establishing Blue Cross of VT as a premier employer of highly-skilled, thriving professionals with a passion for making healthcare work better for Vermonters. Working with the human resources, facilities management, learning and organizational development, and change management teams, her leadership focuses on evolving the modern workplace to support hybrid workforce efficiency, investing in talent development, and empowering professionals to deliver purpose-driven work.

A graduate of the Vermont Leadership Institute and certified in Agile Leadership for Organizations, Heidi is a member of the Society for Human Resource Management (SHRM) and the National Association for Talent Development (ATD), where she previously served on the Board of Directors for the organization’s Vermont chapter.

A native Vermonter, Heidi was born and raised on a third-generation family farm in Barre. Outside of her professional life, she is an avid reader who enjoys cooking, gardening, and spending vacations on Cape Cod and across Vermont’s lakes.
