For nearly 20 years, Andrew Garland has worked in health care here in Vermont. He is an intuitive leader who recognizes the importance of consistent and intentional branding, coupled with purposeful relationship building. He is a champion change ambassador. His approach to sales and account management functions, as well as communications, advertising, public relations, and community relations have helped prepare Blue Cross to step in to the next 25 years of health care.

Mr. Garland’s deep knowledge related to information technology platforms, underwriting, organizational development, marketing, and provider contracting has created opportunities for new and divergent thought leadership as well as laid the groundwork for a futuristic, more connected and human health care experience. Mr. Garland has worked at Blue Cross since 2002. He left for a short period of time to work at MVP HealthCare Inc., from 2012 to 2015. While at MVP, he served as the dual role of vice president and enterprise network strategy and vice president, payment reform and network strategy. During his tenure with MVP, he served as the company’s liaison to the Vermont Legislature, the Green Mountain Care Board, the Department of Financial Regulation, the Governor’s Administration and the press, influencing public policy on behalf of members and clients while concurrently articulating the plan’s values and value proposition.

Before his tenure at MVP, Mr. Garland served in a variety of capacities here at Blue Cross from 2002 to 2012, holding positions in information technology, underwriting, organizational development and training, marketing and provider contracting.

In his earlier years, he served as an Arabic linguist in the army and was a senior underwriter at Kaiser Permanente in Sacramento. He holds a Bachelor of Arts degree in English from the State University of New York, College at Geneseo, and a Master of Science degree in Administration and Management from St. Michael’s College.
